Our Club Constitution




Section One

The Constitution

  1. The name of the club shall be: Four Oceans Angling Club
  2. The club shall be non-racial, non-sexist, angling body
  3. The club reserves the right to admission
  4. The club can affiliate to other bodies with similar or the same interests locally, nationally or internationally.
  5. The club is an affiliate member of the Western Cape Shore Angling Association (WCSAA) and by extension the South African Shore Angling Association (SASAA).

    Aims and Objectives of the club
    • To promote, improve and further standard of rock and surf angling
    • To promote accessibility to beaches
    • To create awareness for the safety of other beach users for example the strollers, bathers and other anglers
    • To create an awareness in terms of:
      • statutory requirements relevant to the ecology and environment
      • preservation of the marine resources
      • nature-conservation
  6. The club will administer a savings account
  7. Any form of competition that constitutes gambling shall not be permissible
  8. All members shall uphold the constitution
  9. All members shall adhere to the club’s code of conduct
  10. Any member who violates the constitution and the club’s code of conduct shall appear before a disciplinary committee constituted out of the ranks of the Executive Members of the club

Section Two

The Executive Committee and their function

  1. The Executive Committee (Exco) shall consist of the following:
    • The President
    • The Vice President
    • The Chairperson
    • The Vice-Chairperson
    • PRO (Public Relations Officer)
    • The Assistant PRO
    • The Secretary
    • The Assistant Secretary
    • The Treasurer
    • The Assistant Treasurer
    • The M & R (Match Referee)
    • The Assistant M & R
    • The Club Captain
    • The Club Vice Captain
    • Trustees x 3

  2. The Role of the Executive Committee (Exco) will be to:
    • Ensure the progressive function of the club
    • To act in a disciplinary and advisory capacity with matters pertaining to the club and its members
    • To entertain constructive ideas and suggestions from which the club will benefit from financially and materially
    • Inform club members at the ensuing General Meetings of all decisions reached at Executive Meetings and these decisions shall become binding on the club and its members
    • The Exco will be the presiding body in the event of appeals

  3. The roles of the Executive Office Bearers
    • The President/Vice President:
      1. Shall present himself as the statesman of the Club
      2. Shall preside at all Exco meetings and will be elected at the Annual General Meeting.
      3. Shall appoint a deputy to chair Exco meetings if unavailable or unwilling to preside.
      4. Have a deciding vote at an Exco meeting
      5. Has a normal vote in a General meeting

    • The Chairperson and Vice Chairperson
      1. Shall preside at all Members meetings and in his absence the Vice-Chairperson shall officiate
      2. The Chairperson shall have a casting vote

    • The Secretary and Assistant Secretary
      1. Shall endeavour to keep minutes of proceedings of all meetings and attend to all the club’s administrative work
      2. Liaise with the other officials and keep the members abreast of all the developments pertaining to the club
      3. Be responsible for all the correspondence of the club
      4. Be the liaison with WCSAA and SASAA.

    • The Treasurer and Assistant Treasurer
      1. Shall solely be responsible for the finances of the club
      2. Shall deposit all monies collected for and on behalf of the club within 24 hours after receipt thereof or a reasonable period thereafter as determined at a General Body Meeting
      3. Shall present to the members on a monthly basis a report on the financial position of the club

    • P R O (Public Relations Officer):
      1. Shall liaise with all media
      2. Shall promote the club’s interests to other bodies
      3. Shall liaise and report to the club on outside developments pertaining to competitive angling
      4. Shall champion the club’s fundraising and sponsorship activities

    • The Match Referee and Registration Secretary/Assistant:
      1. Shall keep proper records of fish caught and points attained by members participating in all fishing competition of the club
      2. Shall present to the club the latest log standings of members detailing the points as well as the progress of all participating members on a quarterly basis
      3. Shall be in charge at all weigh-ins with the assistance of the weigh-master and team captains
      4. Ensure bait procurement of the club for WCSAA competitions as determined by the General Body Meeting.

    • The Club Captain / Vice Club Captain
      1. Shall ensure that club colours will always be visible at all competitions.
      2. Shall be responsible for workshops, demonstrations and new techniques related to angling.
      3. Shall ensure that a first aid kit is available at all competitions.
      4. Shall ensure that members’ fish & bait permits are valid before competitions.
      5. Shall ensure that members stay in line with what is required of them in terms of the code of conduct at competitions.
      6. Shall strategise at all interclub competitions to maximize the success of the competition. Shall be responsible for monitoring catches and organizing where to fish.
      7. Shall facilitate the process of resolving disputes between members and the club relating to competitions

    • The Fundraising Co-ordinator/Assistant
      The fund-raising co-ordination team will work in conjunction with the PRO of the Club. Their ultimate responsibility is to drive/co-ordinate and implement the Club's Fundraising activities.

    • Trustees
      The trustees are accountable and responsible for the safekeeping of the club's assets.
